Court. The Court can allow it, however, by giving "Special
permission" (See Section 12). This meets the requirements of
any exceptional case.
The only plausible reason for the Protest
that I can see, is the technical one, that both Bills
being sent to Members for their convenience the title
of the amended Bill was by mistake insetted in the Order
of the day.

I may add that I have spoken of "so called"
perpetual lessees, because I have little doubt that if
they failed to pay the rent and allowed the lands to fall
out of cultivation for a long time, the Chinese
Authorities would speedily terminate the "perpetuity" and
substitute some desirable tenants. Nor do I think that.
the Chinese Authorities would be incapable of readjusting
the rent if the necessities of revenue required it.
